The personal injury and veterans’ disability law firm of Marcari, Russotto, Spencer & Balaban P.C. welcomes seasoned litigation attorney David Morgan to their Virginia practice. As Senior Counsel and as a Senior Litigation Attorney, David has focused on Personal Injury & Civil Rights Litigation, Federal Tort Claims and other Complex Litigation against the United States. He is a cum laude graduate from the University Of San Diego School Of Law after completing a thesis in federal criminal procedure.

At Marcari, Russotto, Spencer & Balaban P.C., he will concentrate in medical malpractice and veterans’ medical malpractice cases.

David is a former Naval Officer, having served as a JAG heading up the Navy Tort Claims Division, Surface Warfare Officer and enlisted submariner on seven ships, two submarines and six shore stations. He completed nine major deployments, six minor deployments and served in Operations Desert Storm and Enduring Freedom.

He has litigated a multitude of civil cases from airplane crashes to medical malpractice to toxic torts, settling a number of Obstetrics cases for more than $ 5,000,000.00 each. He is a Life Member of the Million Dollar Advocates Forum, an organization for which less than 1% of the licensed attorneys in the United States qualify. He is also an active member in the Virginia Trial Lawyers’ Association, the Chesterfield County Bar Association and the Federal Bar Association, and is a member of both the Virginia and California State Bars.

He is married with seven children, three of whom are serving or have served in the Marine Corps, Army and Navy in Iraq and Afghanistan, one presently attending the Virginia Military Institute and upon graduation will be commissioned in the US Marine Corps and one on a US Swim Team. He has two Louisiana Catahoula Leopard Dogs which keep him and his wife moving constantly. He has 1,200 hours of open water SCUBA and 5,324 career skydives. He coaches a variety of sports and is an avid writer. David and his wife, a Nationally Certified Behaviorist, rescues and rehabilitates large breed dogs such as Pit Bulls, Mastiffs, Catahoulas, Akitas and others.
